Tahreek Ulama-e-Hind is starting this campaign from Rajasthan as a Model State that it should be clear whether Waqf’s properties are being used for the benefit of the community. How many illegal occupations have been made? And how much is the Waqf Board trying to uplift the Muslim community? A campaign is being launched to identify Waqf properties in the entire Rajasthan state through RTI and extract their complete information. After integrating the information received from these RTIs, the lawyers’ division of Tahreek Ulama-e-Hind will then ascertain how to free the properties from possession. The corruption of the Waqf Board should be removed and the Waqf properties should be better utilized in education, employment and health of the Muslim community. It is also seen that those properties have been donated only by people of Sufi ideology but these have been mostly captured by Wahhabi and anti-social elements. These people are looting the assets of the society in two ways. The first is making a lot of money from Waqf’s properties and the second is showing these assets abroad and raising donations separately. To control such mafias and to make Waqf properties independent and return these assets for better use of the society, a public awareness campaign is also going to start from Tahreek Ulma-e-Hind.

We will also issue a research paper based on Waqf properties so that the people living in any area, city and district have complete information about how much Waqf properties are in our area, so that the people of that area may suggest the best use of the donated premises. Asking people ascertain, who are holding the assets of the people and who are misusing the donated property for the benefit of the society? Regarding Waqf, Tahreek Ulama-e-Hind has a clarity that Waqf is done by the person who believes that he will get his virtue posthumously, but the fundamentalist ideology ie Salafi or Wahhabi ideology does not envisage posthumous virtue. Ideological people are seized on assets, they need immediate removal. Under Tahreek Ulama-e-Hind, we do not make any difference in the matter of waqf only, based on the information obtained through RTI, from point of time with the Rajasthan government, to determine the proper determination, regulation, incorporation, independent of occupation and community will suggest about their positive and better use. We hope that Insha Allah we will succeed in this endeavour.

Tahreek Ulama-e-Hind also believes that Sufi community should have proper representation not only in the Rajasthan Waqf Board but also in the Central Waqf Council of the Government of India and the National Waqf Development Council (NAWADCO). This representation itself will demand from within the responsible boards and institutions that the Waqf be devoted to the welfare of the real owners of the properties i.e. its poor Muslim people, keeping in mind the demands of Tahreek Ulama-e-Hind. Waqf mafias should be removed, properties should be freed, thieves who eat their rent should be exposed and these properties should be used for the betterment of society. Tehreek believes that without going digital or online, the corruption shall not end. Rajasthan Board of Muslim Waqfs must be digitised as soon as possible with geotagging.

तहरीक उलमा ए हिंद मॉडल प्रदेश के तौर पर राजस्थान से इस अभियान की शुरुआत कर रही है कि यह जानकारी स्पष्ट होनी चाहिए कि क्या वक़्फ़ की संपत्तियों का समुदाय के लाभ में इस्तेमाल हो रहा है? उस पर कितने अवैध कब्जे किए गए हैं? और वक़्फ़ बोर्ड मुस्लिम समुदाय के उन्नयन के लिए कितना प्रयत्नशील है? पूरे राजस्थान प्रदेश में वक्फ संपत्तियों की पहचान करके आरटीआई के माध्यम से उनकी पूरी जानकारी निकालने का अभियान शुरू किया जा रहा है। तहरीक उलमा ए हिंद का वकील प्रभाग इन आरटीआई से प्राप्त जानकारियों का एकीकरण करने के तत्पश्चात यह सुनिश्चित करेगा कि संपत्तियों को कब्जे से कैसे मुक्त करवाया जाए? वक़्फ़ बोर्ड के भ्रष्टाचार को दूर किया जाए और वक्फ संपत्तियों का मुस्लिम समुदाय के शिक्षा, रोजगार और स्वास्थ्य में बेहतर सदुपयोग किया जाए। यह भी देखा गया है कि वह संपत्तियां मात्र सूफी विचारधारा के लोगों ने दान की हैं परंतु इन पर काफी वहाबी और असामाजिक तत्वों ने कब्जा कर लिया है। यह लोग समाज की संपत्तियों को दो तरफा लूट रहे हैं। पहला वक़्फ की संपत्तियों से बहुत धन कमा रहे हैं और दूसरा इन संपत्तियों को विदेशों में दिखाकर अलग से दान उगाही कर रहे हैं। ऐसे माफियाओं पर कंट्रोल करने और वक़्फ़ संपत्तियों को स्वतंत्र कराने और समाज के बेहतर इस्तेमाल में इन संपत्तियों को लौटाने के लिए जन जागरूकता अभियान भी शुरूआत भी तहरीक उलमा ए हिन्द करने जा रही है।

हम वक़्फ़ की संपत्तियों के आधार पर रिसर्च पेपर भी जारी करेंगे ताकि किसी भी क्षेत्र, शहर और जिले में रहने वाले लोगों को इस बात की पूरी पूरी जानकारी हो कि हमारे इलाके की वक्फ संपत्तियां कितनी हैं, इससे उस क्षेत्र की जनता स्वयं निर्णय कर पाएगी की संपत्तियों पर कौन लोग काबिज हैं और कौन समाज के हित के लिए दान की गई भू संपदा का दुरुपयोग कर रहे हैं? वक़्फ़ को लेकर तहरीक उलामा ए हिंद का स्पष्ट मत है कि भूदान यानी वक़्फ़ सिर्फ वह व्यक्ति करता है जो यह मानता है कि मरणोपरांत उसे उसका पुण्य मिलेगा लेकिन जिस कट्टर विचारधारा यानी सलफी या वहाबी विचारधारा में मरणोपरांत पुण्य की परिकल्पना नहीं की गई है, उस विचारधारा के लोग संपत्तियों पर कब्जा किए बैठे हैं, उन्हें तत्काल हटाने की आवश्यकता है। हम तहरीक उलामा ए हिंद के तहत सिर्फ वक़्फ़ के मामले में कोई गोल मोल बात ना करके आरटीआई के माध्यम से ली गई जानकारियों के आधार पर यथोचित बिंदुवार राजस्थान सरकार से वक़्फ़ संपत्तियों की सही निर्धारण, नियमन, निगमन, कब्जे से स्वतंत्र कराने और समुदाय के बेहतर इस्तेमाल में उनके सकारात्मक प्रयोग के बारे में सुझाव देंगे। हमें आशा है कि इंशा अल्लाह हम अपने इस प्रयास में सफल होंगे।

तहरीक उलामा हिंद का यह भी मानना है कि राजस्थान वक़्फ़ बोर्ड ही नहीं बल्कि भारत सरकार के केंद्रीय वक्फ काउंसिल एवं ‘नवाडको’ यानी National Waqf Development Council में सूफी समुदाय का समुचित प्रतिनिधित्व होना चाहिए। यह प्रतिनिधित्व स्वयं जिम्मेदार बोर्ड और संस्थाओं के अंदर से मांग करेगा कि तहरीक उलामा ए हिंद की मांगों पर ध्यान देते हुए वक्फ संपत्तियों के असली मालिक यानी उसकी ग़रीब मुस्लिम जनता के कल्याण के लिए समर्पित किया जाए। वक़्फ़ माफियाओं को हटाया जाए, संपत्तियों को मुक्त कराया जाए, उनका किराया खाने वाले चोरों का पर्दाफाश किया जाए और समाज की बेहतरी में इन सम्पत्तियों का कल्याणकारी प्रयोग किया जाए।

तहरीक का मानना है कि वक्फ बोर्ड के रिकॉर्ड और कार्यशैली का जितना शीघ्र डिजिटलीकरण या ऑनलाइन कार्य होगा, इसकी गुणवत्ता बेहतर होगी और भ्रष्टाचार पर रोक लगेगी। डिजिटलीकरण में वक्फ सम्पत्तियों की जियो टैगिंग भी पहचान में मदद करेगी।
